SUSPENSION BILLS

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.

S. 2216 TEAM Veteran Caregivers Act YES This bill would require the VA to report to Congress on the feasibility and advisability of formally recognizing all veterans’ caregivers by identifying them in the electronic health record (EHR) of the veteran. It would also require notifications be sent to certain approved and potential caregivers under the VA’s Family Caregivers Program regarding all decisions affecting assistance.

H.R. 3250 Julius Rosenwald and the Rosenwald Schools Act of 2020 YES This bill directs the Department of the Interior to study the sites associated with the life and legacy of Julius Rosenwald, a part owner and President of Sears, Roebuck and Company and a noted philanthropist who helped finance construction of 5,357 schools in 15 southern states between 1912 and 1932. The study shall include a special emphasis on specified sites, including certain Rosenwald Schools. In conducting such study, Interior shall evaluate the national significance of the sites; and determine the suitability and feasibility of designating the sites as a unit of the National Park System, including an interpretive center in or near Chicago, Illinois.

S. 3418 STORM Act YES This bill authorizes the Federal Emergency Management Agency (FEMA) to enter into agreements with any state or Indian tribal government to make capitalization grants for the establishment of hazard mitigation revolving loan funds. Such funds shall provide funding assistance to local governments to carry out projects to reduce disaster risk in order to decrease the loss of life and property, the cost of insurance claims, and federal disaster payments. FEMA shall not be liable for any claim based on the exercise or performance of, or the failure to exercise or perform, a discretionary function or duty by FEMA or by a FEMA employee in carrying out this bill.
