RULE BILLS
**A rule bill is a bill passed through a full House vote under a rule that has been voted and agreed upon by the Rules Committee. Rule bills require a simple majority of the House to pass (218 votes) through a recorded vote.

3/17/2021 PASSED 244-172	H.R. 1620	Violence Against Women Reauthorization Act of 2021	NO	I support the Violence Against Women Act programs, which is why I voted to reauthorize the law and its grant programs in 2013. Unfortunately, the bill before the House this week puts partisan politics ahead of vulnerable women by inserting extraneous gun control language that I do not support. I am a cosponsor of the Violence Against Women Extension Act of 2021, which would provide a clean reauthorization of existing VAWA programs through 2022.

3/19/2021 PASSED 246-175	H.R. 1868	To prevent across-the-board direct spending cuts, and for other purposes.	NO	Makes several budgetary and technical changes to provisions under Medicare, Medicaid, and the American Rescue Plan Act of 2021 to prevent across-the-board spending cuts.

 

SUSPENSION BILLS

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.

The program was set to expire on March 31, 2021.
3/16/2021 PASSED 345-73	H.R. 485	CAPTA	YES	This bill increases the focus on prevention efforts by first and foremost supporting families rather than separating them. This not only protects children from abuse and neglect, but it also protects taxpayer dollars by addressing the issue before more expensive interventions are necessary.  Stronger CAPTA also strengthens due process for parents and protects religious liberty, all while making other important changes to the law to protect children from real abuse and neglect.  While I have concerns about limited references to “sexual and gender minority youth”, the bill protects the rights of faith-based providers to make decisions about which parents and families to work with and specifically prohibits governmental discrimination against parents based on their religious beliefs.

3/17/2021 PASSED 384-38	H.R. 1652	VOCA Fix to Sustain the Crime Victims Fund Act of 2021	YES	Funds  the Crime Victims Fund and waive matching requirements. Previously the fund was replenished with judgements from DOJ prosecutions, but increasing use of deferred prosecution agreements have left this funding in doubt.
