**A rule bill is a bill passed through a full House vote under a rule that has been voted and agreed upon by the Rules Committee. Rule bills require a simple majority of the House to pass (218 votes) through a recorded vote.

H.R. 1625 Consolidated Appropriations Act Yes This bill has a number of wins for people here in Eastern Washington including my bill to fund the Secure Rural Schools (SRS) program, rebuilding our military and giving our troops, like those at Fairchild, a much-needed pay raise, permanent forest management reforms, a fix for the fire borrowing problem, $4 billion in funding for the opioid epidemic, and fixing the grain glitch. While I think we need to get spending under control, I was proud to support this legislation because all of the good it will bring for people here in Eastern Washington.

H.R. 4566 Alleviating Stress Test Burdens to Help Investors Act Yes This bill amends Dodd-Frank to exempt nonbank financial institutions from stress-testing requirements if they are not already under the supervision by the Federal Reserve Board,which would help small businesses here in Eastern Washington access capital to grow their business and create jobs.

H.R. 5247 Trickett Wendler, Frank Mongiello, Jordan McLinn, and Matthew Bellina Right to Try Act of 2018 Yes Sadly, some terminally ill patients who are fighting for their lives do not have the ability to try investigational drugs or medical treatments. This legislation, commonly known as “The Right to Try,” will help Eastern Washingtonians with life-threatening illnesses  gain access to alternative treatments after they have exhausted all other options. This legislation is already law in 38 states, including Washington where it pass unanimously.

 

SUSPENSION BILLS

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.
