A rule bill is a bill passed through a full House vote under a rule that has been voted and agreed upon by the Rules Committee. Rule bills require a simple majority of the House to pass (218 votes) through a recorded vote.

Reforming Intelligence and Securing America Act

This legislation would renew and reform Section 702 of the Foreign Intelligence Surveillance Act. 

Our 21st Century world has brought extraordinary advances, and with it, new 21st Century problems. Terrorist organizations, both domestic and foreign, present new and ever-changing challenges to our American way of life. In order to keep Eastern Washington safe, our law enforcement and intelligence community must be equipped with the resources they need to combat these threats. We must be proactive in the fight against terrorism. 

While I do not condone warrantless searches of U.S. personal communications and believe we can do more to reign in the intelligence community from abusing their FISA authority, we must continue to keep Americans safe. The Foreign Intelligence Surveillance Act has proven to be a valuable tool in the war on terror, leading to the arrest of several high-profile ISIS members and the seizure of weapons of mass destruction.


SUSPENSION BILLS

A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.

Pesticide pollution, deforestation, and invasive species threaten more than 350 migratory bird species that fly throughout the Pacific Northwest. This bill will help protect these diverse bird populations and their habitats across America.

This legislation will provide flexibility and certainty in the tribal land leasing process. With Eastern Washington being home to the Colville, Kalispel, and Spokane Tribes, I believe we must support our Native American neighbors and respect their tribal sovereignty.

The center is the first of its kind in northern Arizona, providing resources and support to primarily rural veterans and their families. We must continue to roll out the red carpet for our veterans who sacrificed so much for our freedoms.

The bill would also protect rock climbing in iconic places and create new long-distance bike trails, restore campgrounds and modernize infrastructure, support gateway communities by addressing housing shortages and outdated infrastructure, and improve accessibility for military service members, veterans, individuals with disabilities and kids.

Missing Children’s Assistance Reauthorization Act of 2023

This bipartisan legislation renews the Missing Children’s Assistance Act (MCAA) and makes critical updates to help the National Center for Missing and Exploited Children (NCMEC) better respond to crimes affecting children, support youth who are missing, and prevent child sexual exploitation and victimization. As a mother of three, I can only imagine the pain and horror that comes from a missing child. I want to do all we can to provide lifesaving resources for families, law enforcement, and child protection agencies to ensure missing children are quickly found and protected.

This legislation would require the Secretary of Commerce to establish the Sea Turtle Rescue Assistance Grant Program. I voted no on this legislation because I believe that there is already an abundance of federal programs that protect sea turtles. Sea turtles are also already placed on the endangered species list which focuses on protecting them from extinction. Duplicating programs that already exist is only further raising our national debt, and I believe we need to be good stewards of taxpayer dollars.
