H.R. 8 Bipartisan Background Checks Act of 2019 NO I am a strong supporter of the 2nd Amendment and this legislation would infringe upon the rights of law-abiding citizens. While the bill is presented as a way to prevent gun violence it would not have prevented many recent mass violence events, and would not prevent criminals from obtaining firearms. Criminals do not follow the law when obtaining their firearms and nothing in the bill would prevent them from continuing to obtain firearms through avenues like the black market or illegal straw purchases. At the end of the day, H.R. 8 will only criminalize many activities—such as trades, private sales, gifts, or temporary loans of firearms—that are common practice among law abiding gun owners.

H.R. 1112 Enhanced Background Checks Act of 2019 NO Current law allows the sale of a firearm to an individual if the NICS does not return a denial within 3 full business days. The measure would extend the initial 3 business day waiting period to 10 business days. This extension presents an unnecessary burden on law-abiding citizens and could even deny access to their Constitutional rights. Additionally, if a result is not returned within this period, the purchaser must submit a petition to the government for the sale to proceed and wait an additional 10 days before the firearm can be transferred. In total, 20 business days have passed, and it is possible that the original background check, valid for 30 days, has expired.

SUSPENSION BILLS

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.
