**A rule bill is a bill passed through a full House vote under a rule that has been voted and agreed upon by the Rules Committee. Rule bills require a simple majority of the House to pass (218 votes) through a recorded vote.

YES	This bill provides an exemption to the statutory prohibition against the appointment of a person as Secretary of Defense within seven years of that person leaving active duty. This waiver was specific to President Joe Biden’s nominee for Secretary of Defense, former Army General Lloyd Austin, who retired in 2016. In 2017 I voted in favor of the same waiver for President Trump’s SecDef Nominee, James Mattis.
