It would substantially increase mandatory federal spending without a single committee hearing. It pays for wasteful things like maids and butlers, gives more money to states when they still haven’t been able to distribute the money they were given last time, and fails to protect from tax fraud on certain credits.

H.R. 7617 FY 21 Appropriations Package #2 NO Democrats have chosen to play politics with the appropriations process instead of working to craft bipartisan legislation that Members on both sides of the aisle can support and the President can sign into law. Like the first appropriations package the House – considered last week – this package of appropriations bills spends billions of dollars on top of what the current budget agreement allows. Existing, bipartisan provisions are removed, and controversial policies and funding proposals are inserted.

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.
