**A rule bill is a bill passed through a full House vote under a rule that has been voted and agreed upon by the Rules Committee. Rule bills require a simple majority of the House to pass (218 votes) through a recorded vote.

United States and argue to uphold the full constitutionality of the Affordable Care Act (ACA).
4/4/19 PASSED 263-158-1	H.R. 1585	Violence Against Women Act of 2019	NO	The Violence Against Women Act has always been a broadly supported bipartisan bill. While I strongly supported an extension of VAWA, the majority inserted highly partisan sections that ensure this legislation will only collect dust in the Senate. Instead of caring for the women helped by this bill, the majority wanted to score political points. I look forward to voting for a bipartisan re-authorization of VAWA.
4/4/19 PASSED 247-175-1	S.J.Res. 7	A joint resolution to direct the removal of United States Armed Forces from hostilities in the Republic of Yemen	NO	The Department of Defense has repeatedly confirmed that U.S. Armed Forces are not engaged in hostilities in Yemen. This legislation radically redefines what it means to “engage in hostilities” and creates enduring challenges to achieving our goals abroad.

SUSPENSION BILLS

**A suspension bill is a bill passed by the House through suspending the rules to move quickly, circumventing the House Rules Committee. Suspension bills are typically less controversial pieces of legislation, and as the rules are being suspended, they require a higher threshold, two-thirds of those voting in the House, to pass. Additionally, these bills are often passed by a voice vote, without a formal roll call vote.
